NEW DELHI: In a recent development in the NEET UG 2024 paper leak case, the Central Bureau of Investigation (CBI) has filed a second charge sheet before the Patna Special Court for CBI cases, implicating six individuals in connection with the theft of the National Eligibility-cum-Entrance Test (Undergraduate) question paper.
While the investigation is progressing, the CBI recently rejected a Right to Information (RTI) request seeking details on the investigation, citing Section 24 of the RTI Act 2005 as the basis for denial.This rejection raises concerns on transparency and the limits of the agency’s exemption under the RTI Act.
The RTI Request and the CBI’s Response
Dr. Vivek Pandey, a physician and RTI activist, filed the RTI application on August 29, 2024, seeking detailed information on the status of the investigation into the NEET UG 2024 paper leak case. Dr. Pandey’s RTI request specifically sought:

CBI’s dodgy response citing exemption under Section 24 of the RTI act
In response, the CBI rejected the RTI application, citing Section 24 of the RTI Act 2005. According to the CBI’s response, the agency is exempt from disclosing such information under a government notification issued in 2011. The CBI also mentioned that the case is still under investigation, further justifying the denial of information.

Understanding Section 24 of the RTI Act
Section 24 of the RTI Act 2005 exempts certain intelligence and security organisations from the purview of the Act. These organisations, listed in the Second Schedule of the Act, are not required to disclose information, except in cases involving allegations of corruption or human rights violations.
The exemption aims to protect sensitive operational details that may compromise national security or the integrity of ongoing investigations.
However, one can argue that such exemptions, if applied too broadly, can limit transparency and public accountability, especially in high-stakes cases like the NEET UG 2024 paper leak, where the public has a vested interest in understanding the progress of the investigation.
Delhi High Court’s Interpretation of CBI Exemption
The CBI’s exemption from the RTI Act is not absolute. In a landmark judgement, the Delhi High Court clarified the scope of Section 24. In a January 2024 ruling, Justice Subramonium Prasad highlighted that while the CBI is listed in the Second Schedule and thus exempt from disclosing certain information, the exemption does not apply in cases involving allegations of corruption or human rights violations.
This ruling came in response to a petition where the CBI had refused to provide information related to alleged corruption in medical purchases at AIIMS.
The court emphasised that the proviso to Section 24 allows for the disclosure of information related to corruption and human rights violations, even if the organisation is generally exempt under the Second Schedule. Therefore, while the CBI can refuse to disclose information in many cases, it cannot do so in instances where corruption or human rights violations are involved.

KOLKATA: In a bid to focus on new business after acquiring Aegon Life early this year and undergoing a renaming exercise, Bandhan Life Insurance on Thursday announced a strategic partnership with Bandhan Bank to distribute life insurance products through its extensive network of 1,700 branches. Bandhan Life stated it has plans to rope in more banks on board in the near future to strengthen its bancassurance distribution channel.
“Initially, we are focusing on Bandhan Bank to distribute our insurance products as we shift our focus to new business. We aim to partner with 2-3 more banks and explore other multi-channel distribution strategies in due course,” Bandhan Life MD & CEO Satishwar B said.
He added that while Aegon Life’s legacy business was primarily acquired online, Bandhan Life will focus on building offline distribution channels to drive growth.
Initially, around 550 bank branches will distribute two new life insurance products tailored for Bandhan Bank customers, the company has plans to expand distribution to all 1,700 branches by the end of the year.
“In the first year of operations under Bandhan Life, we expect to generate Rs 300 crore in new premium business. Our current assets under management stand at Rs 4,500 crore, and our annual renewal premium is also around Rs 300 crore,” the CEO said.
Officials claimed that Bandhan Life may take 4-5 years to achieve full-year profitability.
Bandhan Life is also working on launching insurance savings products targeting microfinance customers of Bandhan Bank.
“We will have to reduce the ticket size and tailor the product to suit microfinance customers. The product is still in development,” officials said.
Bandhan Bank has over 4,000 small service centers that support its branches, and the insurance savings products aimed at microfinance customers will be distributed through this network, an official added.
Meanwhile, Bandhan Life announced plans to expand its presence to around 20 offices across the country within a year, up from its current two offices in Mumbai and Kolkata.

NEW DELHI: Former Delhi chief minister Arvind Kejriwal took a jab at Prime Minister Narendra Modi, saying that while “Modi may be immensely powerful, he is not God.”
Kejriwal’s remark came following his bail in the excise policy case, which he attributed to intervention by the Supreme Court.
Kejriwal accused the BJP-led central government of deliberately stalling key development projects in Delhi and targeting AAP leaders with false accusations.Kejriwal also spoke about his determination to ensure that the work his government began will not be derailed.
“My colleagues in the opposition must be sad to see Manish Sisodia and me here,” said Kejriwal, “I always say Prime Minister Modi is very powerful and has a lot of resources, but Modi is not God. The God who is there is with us. I want to thank the Supreme Court.”
Kejriwal, reiterating his belief in divine intervention, added, “There is no doubt that there is God or some kind of energy in this universe which has helped us. Therefore, I would like to thank the honourable Supreme Court.”
The AAP national convener has maintained that his arrest was part of a calculated political move by the BJP to disrupt governance in Delhi.
Kejriwal accused the BJP of being more focused on political vendettas than on serving the people. “I met a senior BJP leader 3-4 days back, and I asked how arresting me helped them. He told me that they derailed the entire Delhi government by arresting me. I was surprised at what he said. I wonder what kind of party it is that is happy by ruining the life of the people of Delhi,” Kejriwal said.
The former CM, in a veiled attack on the Prime Minister, said that “the person in power is not ready to leave his chair and has stuck by it.”
Despite his resignation, Kejriwal promised to resume the welfare schemes that were allegedly halted due to his arrest, including the old age pension, pilgrimage programs for the elderly, and free medicines in hospitals. “People vote for those who work for them, not for those who stall work,” he said.
“They (BJP-led central government) wanted to portray me as dishonest and derail the work that I’ve done. They lodged a fake case, and jailed me, Manish Sisodia, Satyendar Jain, Sanjay Singh and others. Despite this, our party continues to be strong,” Kejriwal said.
Kejriwal was allotted seat number 41 in the Delhi Assembly, far from the chief minister’s chair he occupied for nearly a decade. His successor, Atishi, now occupies the coveted ‘number one’ seat, while Kejriwal’s trusted aide, Manish Sisodia, sits beside him at seat 40.
Atishi’s decision to leave the chief minister’s chair empty in Kejriwal’s former office sparked controversy, with BJP and Congress leaders calling it a “grave insult” to the post. However, Kejriwal has made it clear that he intends to return to power.
“I will return to the post after getting a ‘certificate of honesty’ from the people of Delhi in the assembly polls due in February,” he said, signaling that his resignation may only be temporary.
