World’s Longest-Serving Death Row Inmate Acquitted In Japan


The world’s longest-serving death row prisoner was acquitted by a Japanese court on Thursday, more than half a century after his 1968 murder conviction.

The Shizuoka District Court ruled that 88-year-old Iwao Hakamada was not guilty in a retrial obtained by the former boxer and his supporters a decade ago.

“The court finds the defendant innocent,” judge Koshi Kunii said.

Hakamada’s health is delicate and he was not present in court, but his 91-year-old sister Hideko, who often speaks for him, bowed deeply to Kunii several times.

Until he was freed in 2014 pending retrial, Hakamada had been on death row for 46 years after being convicted of killing his boss, the man’s wife and their two teenage children.

But over the years, questions arose over fabricated evidence and coerced confessions, sparking scrutiny of Japan’s justice system, which critics say holds suspects “hostage”.

Hundreds of people had queued in the morning at the Shizuoka District Court, trying to secure a seat for the verdict in the murder saga that has gripped the nation.

“For so long, we have fought a battle that has felt endless,” Hideko had told reporters in July.

“But this time, I believe it will be settled.”

– Fighting ‘every day’ –

Japan is the only major industrialised democracy other than the United States to retain capital punishment, a policy that has broad public support.

Hakamada is the fifth death row inmate granted a retrial in Japan’s post-war history. All four previous cases also resulted in exoneration.

After decades of detention, mostly in solitary confinement, Hakamada sometimes seems like he “lives in a world of fantasy”, according to his lead lawyer Hideyo Ogawa.

Speaking to AFP in 2018, Hakamada underlined his ongoing battle to obtain an acquittal, saying he felt he was “fighting a bout every day”.

“Once you think you can’t win, there is no path to victory,” he said.

Outside the court, Hakamada’s supporters held flags and banners calling for a not-guilty verdict.

Atsushi Zukeran, wearing a T-shirt saying “Free Hakamada Now”, told AFP he was “absolutely certain he will be acquitted” due to the qualms over the evidence.

But given how long the affair has dragged on, with Hakamada maintaining his innocence throughout, “part of me wouldn’t be able to celebrate the acquittal entirely”, Zukeran said.

“His case is a painful reminder of how Japan’s criminal justice system must change,” he added.

Although the Supreme Court upheld Hakamada’s death sentence in 1980, his supporters fought for decades to have the case reopened.

A turning point came in 2014 when a retrial was granted on the grounds that prosecutors could have planted evidence, and Hakamada was released from prison.

Legal wrangling, including a pushback by prosecutors, meant it took until last year for the retrial to begin.

Hakamada initially denied having robbed and murdered the victims, but confessed following what he later described as a brutal police interrogation that included beatings.

Central to the trial was a set of blood-stained clothes found in a tank of miso — fermented soybean paste — a year after the 1966 murders, used as evidence to incriminate Hakamada.

The defence accused investigators of a set-up, as the red stains on the clothes were too bright, but prosecutors said their own experiments showed the colour was credible.

In Japan, death row prisoners are notified of their hanging only a few hours in advance.

As of December, 107 prisoners were waiting for their death sentences to be carried out. It is always done by hanging.

Hakamada’s case is “just one of countless examples of Japan’s so-called ‘hostage justice’ system”, Teppei Kasai, Asia programme officer for Human Rights Watch, told AFP.

“Suspects are forced to confess through long and arbitrary periods of detention” and there is often “intimidation during interrogation”, he said.

NEW DELHI: The Congress, which had vehemently opposed the “display nameplate” diktat for eateries on the route of Kanwar Yatra by BJP-led Uttar Pradesh and Uttarakhand governments, finds itself in an embarrassing situation with party’s minister in Himachal Pradesh Vikramaditya Singh announcing a similar proposal for the state.
Vikramaditya Singh, who is the state public works minister, had on Wednesday announced that it will be mandatory for all shopkeepers and street vendors in Himachal Pradesh to display their identity cards.Street vendors, especially those selling food items, will also be checked for hygiene and quality by the food supplies department, he had added. The Himachal minister defended the move citing internal security concerns, people’s apprehensions and also drug menace in the state.
The proposal comes in the backdrop of massive protests against the dispute over illegal construction in Shimla’s Sanjauli mosque which put the spotlight on growing street vendors in the state and led to demands for a policy to identify, verify and register them. Following the incident, assembly speaker Kuldeep Singh Pathania constituted a seven-member committee of the assembly to make a street vendors policy.
“The decision on ID cards was taken considering “apprehensions” expressed by several locals about rising number of migrants in the state,” Vikramaditya Singh said. He had also mentioned that the decision was taken on the lines of the one taken by the Uttar Pradesh government. “We have decided to make it mandatory for the street vendors to display their ID cards given by the street vendor’s committee on the pattern adopted by the Uttar Pradesh government, which pioneered the idea,” Singh had said.

However, the move has raised a storm within the party. Senior Congress leader and former Chhattisgarh deputy chief minister TS Singh Deo has openly criticised the state government’s move. “I do not agree with the Himachal government’s decision. I saw a video on social media showing crosses being marked above the shutters of minority-owned shops, indicating a boycott. This is condemnable, and if the Himachal government is doing this, questions will arise about whether it deserves to remain in power,” Deo told news agency IANS.
The Congress incharge for Himachal Rajeev Shukla said that connecting the Himachal move to Uttar Pradesh was not right. “Vikramaditya has said that this is done to make sure only authorised persons can set up shops. The Himachal Pradesh assembly speaker has made an all-party committee to regulate hawkers and to give them licenses. Connecting this to Uttar Pradesh is not right,” the Congress leader said.
Reports say the Congress leadership is not happy with Vikramaditya going overboard with the announcements. The Himachal Pradesh government has tried to distance itself from Vikramaditya’s remarks and clarified that the proposal is yet to get a cabinet nod. Shukla also presented a report to the Congress high command on the proposal, news agency ANI reported.
The Himachal Pradesh government on Thursday issued a statement clarifying that no such decision has been taken.
However, the BJP has been quick to latch on to Vikramaditya’s announcements and not just welcomed it but has also taken credit for initiating the move during its government in the state. “If the government is going to do this then I welcome it. There was already a street vendors policy which we had implemented but it was stopped after the Congress government came. Today we feel that it is needed, their minister himself has said this. I hope Vikramaditya Singh will stick to his word. We welcome his move,” former Himachal Pradesh CM and LoP Jairam Thakur said.
When the Uttar Pradesh and Uttarakhand governments had made a similar diktat during the Kanwar yatra, Congress was at the forefront opposing the order. Priyanka Gandhi had called the police directive “a crime against Contitution.”
“Creating division in society on the basis of caste and religion is a crime against the Constitution. This order should be withdrawn immediately and strict action should be taken against the officials who issued it,” Priyanka had then written on X.
Congress MP Gaurav Gogoi had criticized the diktat and accused the BJP of resorting to communal politics. “After the 2024 Lok Sabha elections, the BJP is not able to digest its moral defeat. So it has returned to the path of communal politics. An order has come that directs shopkeepers to display their names on their food stalls in Uttar Pradesh during the Kanwar yatra, in Assam politics is going on about the population of a certain community,” Gogoi had then said.
The Supreme Court had eventually stayed the enforcement of these directives and had said that eateries should not be compelled by the police to display the names or, for that matter, the caste or religious identity of their owners or employees.

Delivering his address at the United Nations General Assembly (UNGA) on Wednesday, French President Emmanuel Macron voiced strong support for India’s inclusion in a reformed UN Security Council (UNSC) as a permanent member.

Speaking at the General Assembly in New York, Macron also supported the candidacy of Brazil, Germany, Japan, and two countries from Africa.

“Let’s make the UN more efficient. We need to make it more representative and that’s why France is in favour of the Security Council being expanded,” he said. “Germany, Japan, India, and Brazil should be permanent members, along with two countries that Africa will decide to represent them,” he added.

What Is The UNSC?

As one of the six main organs of the UN, the Security Council is responsible for maintaining international peace and security. It consists of 15 members: five permanent members with veto power (the United States, China, France, Russia, and the United Kingdom) and 10 non-permanent members elected for two-year terms.

The Council’s primary functions include the investigation of conflicts, the establishment of peacekeeping operations, the imposition of sanctions, and the authorisation of military action when necessary. It plays a crucial role in addressing global crises and conflicts, making it a key player in international diplomacy.

Why Are Reforms The Need Of The Hour?

The question of equitable representation has been on the Assembly’s agenda since 1979. However, the calls for reform grew louder amid widening conflict worldwide. The UN General Assembly concluded its discussion on Security Council reform in November 2022, when member states had agreed on the need to modernise the 15-member body to maintain the relevance of the United Nations. With the UNSC failing to pass resolutions to stop the Russia-Ukraine war, questions were raised on the veto power of some permanent members.

The veto is not a right, but rather a privilege unfairly granted to some member states in violation of the United Nations Charter, the representative of Iran had emphasised. He had also noted that the majority of the Council’s members were Western nations. For years now, several member states have backed the idea of expanding both the permanent and non-permanent member categories.

India’s Bid For Permanent Seat

Several nations, including permanent UNSC members like the US, have expressed support for India’s inclusion in this powerful group. However, China has opposed such a move. Under successive governments, India has continued its efforts to move the process of UNSC reforms forward, including by engaging actively in the ongoing Intergovernmental Negotiations (IGN) on the Security Council reform. As part of the G4, which includes Brazil, Germany, and Japan, New Delhi has advocated for expanding the UNSC to include more nations as permanent members to reflect current geopolitical realities.

Macron’s latest push for India’s bid came just days after Prime Minister Narendra Modi advocated for reformed multilateral forums at the UN stage. On Monday, PM Modi stressed that the future relevance of UN agencies hinges on how swiftly they can reform, implicitly referencing India’s bid for a permanent seat on the Security Council. The long pending UNSC reform continues to be a big talking point.

On Sunday, Quad leaders called for urgent reforms to the UNSC to make it more representative and called for its expansion to include representation from more countries. After the leaders’ summit in President Joe Biden’s hometown, Quad leaders called for expanded permanent membership to include representation from Africa, Asia, Latin America, and the Caribbean.

“We will reform the UN Security Council, recognizing the urgent need to make it more representative, inclusive, transparent, efficient, effective, democratic and accountable through expansion in permanent and non-permanent categories of membership of the UN Security Council,” the joint statement read.

MUMBAI: The Mumbai Metropolitan Region Development Authority (MMRDA) has secured a substantial loan facility of Rs 31,674 crore from Power Finance Corporation (PFC) to fund various infrastructure projects across the Mumbai Metropolitan Region (MMR).
A formal loan agreement was signed between PFC and MMRDA on Wednesday, marking the financial closure of several high-priority infrastructure initiatives aimed at enhancing connectivity, stimulating economic growth, and improving the quality of life in the region.
This financial arrangement will cover 80 per cent of the total project costs, with the remaining funds sourced from government grants and contributions from MMRDA.
Of the total loan, Rs 15,071 crore will be allocated to the Thane-Borivali Twin Tunnel Project, while Rs 16,602.79 crore will support eight additional projects. These projects include the construction of the Thane Coastal Road (Phase I), the extension of the Eastern Freeway from Ghatkopar to Thane, and an elevated road from National Highway No. 4 to Katai Naka. Other projects involve building a creek bridge and access roads from Kolshet Thane to Kharbao in Bhiwandi, a creek bridge between Kasarvadavali, Thane, and Kharbav, and an elevated road from Kalyan Murbad Road (Palms Water Resort) to Badlapur Road (Jagdish Dairy), which will also feature a railway overbridge over the Waldhuni River. Additionally, an elevated road will be constructed on the Eastern Express Highway from Anand Nagar to Saket in Thane city, alongside a creek bridge from Gaimukh to Payegaon.
MMRDA has also requested a state government guarantee to issue bonds worth Rs 14,000 crore for funding infrastructure and development projects within MMR. The initial tranche of these bonds will amount to Rs 1,400 crore, with plans to raise further funds based on the success of this first tranche.
In July, MMRDA received approval to raise up to Rs 50,000 crore through bonds for various infrastructure projects in the city and surrounding areas. These bonds, categorized as Secured, Rated, Redeemable, and Taxable Non-Convertible Debentures (NCDs), will be backed by an unconditional and irrevocable guarantee from the state government.
Over the past two decades, MMRDA has financed public projects by auctioning plots in the Bandra Kurla Complex, primarily for commercial development. With only a few plots remaining, the authority is now turning to bond issuance for funding.
Currently, MMRDA lacks tax revenue generation powers and plans to raise funds through land deals and the monetization of its assets, including the Metro network. While MMRDA anticipates positive cash flow from various revenue sources over the next 25 years, the Rs 60,000 crore loan limit and bond funds will serve as a financial buffer in case of delays in project revenue inflows.

The trend of buying property abroad is rapidly gaining stock among Indians, with many now purchasing houses in the name of their minor children. Parents are adopting new methods to invest in high-value properties while staying within the Reserve Bank of India limits. There are many technical and legal details associated with the process, where accurate information and transparency becomes crucial. Any oversight can lead to significant fines or legal action.

Whether it’s a house in California or luxurious bungalows Dubai’s Emirates Hills and Palm Jumeirah, Indians have their eyes on everything. The UAE has emerged as a top destination for such investments. For acquiring these properties, parents are sending money abroad through minors under the Liberalised Remittance Scheme (LRS) of the RBI.

According to a Times of India report, due to increased scrutiny on foreign investments and stringent penalties under the Black Money Act, high net worth individuals are seeking experts’ advice.

What is LRS and how has buying a house abroad became more difficult?

Under the RBI’s Liberalised Remittance Scheme, an individual can remit no more than $250,000 (approximately Rs 2.08 crore) abroad in a financial year, including for property purchases. As per the amendment that came into effect from August 24, 2022, if the amount sent abroad is not invested within 180 days, it must be brought back to India.

Previously, individuals would accumulate sufficient funds in foreign bank accounts to purchase high-value properties. However, the 180-day limit has complicated this process, leading people to explore new methods to avoid the complexities of foreign investing.

Why use minors?

As a workaround the rules, minors are being used to accumulate sufficient funds for purchasing property. Gautam Nayak, tax partner, CNK & Associates, explains: “Minors can remit money abroad under LRS using gifts received from parents, and such gifts are not taxable in India.”

For example, if a couple and their two minor children remit money to buy property in Dubai, the property should be registered in the names of all four, including the minors. Dubai real estate experts note that minors can hold property through a guardian or trustee, with no legal implications from Indian regulations.

Experts also point out that every Indian taxpayer who owns foreign assets must declare them while filing income tax returns (ITR). If income is generated from these foreign assets, it must be reported in Schedule FSI (Income Received from Foreign Source). Failure to provide accurate details can result in a penalty of Rs 10 lakh under the Black Money Act.

Rutvik Sanghvi, partner at Rashmin Sanghvi & Associates, explains, “If a foreign property generates income, such as rental income, it will be clubbed with the parent’s income. The ‘beneficiary’ (the child) is not required to file tax returns if the income if linked to another individual.”

However, this matter is complex. If a minor is a co-owner of a property in Dubai, he is not just a beneficiary. Indian tax rules allow for the clubbing of income but not for the clubbing of property ownership.

Gautam Nayak elaborates, “The minor’s tax return must be filed by the parent acting as guardian, but this cannot be done without proof of income received in the minor’s account.”

The UK government has decided to snub Elon Musk from its International Investment Summit in October in the wake of controversial social media posts made by one of the wealthiest men on the planet during nationwide riots in the country.

The unrest began in the last week of July after the stabbing of three children in Southport, which led to widespread violence and anti-immigrant sentiments. During the nationwide riots in the UK, X platform owner Musk predicted a “civil war” in the UK and shared untrue claims about the government creating “detainment camps” for rioters, according to BBC.

His comments drew sharp criticism from British officials, including Justice Minister Heidi Alexander, who called his remarks “totally unjustifiable” and “pretty deplorable.” The summit, scheduled for October 14, is a key event for Prime Minister Keir Starmer, who aims to attract significant foreign investment to boost the UK economy.

Musk attended last year’s summit and played a prominent role in November’s AI Summit, where he engaged in discussions with then-Prime Minister Rishi Sunak. Musk’s absence from the upcoming summit reflects concerns over misinformation’s role in fueling violence, the British broadcaster said. UK media reports said the British government is considering strengthening its Online Safety Act to combat harmful content on social media platforms.

PM Starmer has emphasised the need for a “mature conversation” with tech companies about their responsibilities. Despite not being invited this year, Musk remains a key figure in global tech and investment circles. His net worth is estimated at around USD 228 billion, primarily due to his stakes in Tesla and SpaceX. Known for his blood statements and shifting political affiliations, Musk continues to be a polarising figure in both business and politics.

Lebanese PM Najib Mikati hopes for a ceasefire to end the conflict between Israel and Hezbollah, amid international calls for peace and ongoing violence in the region

Lebanese Prime Minister Najib Mikati expressed hope that a ceasefire can be reached soon to end fighting between Israel and Iran-backed Hezbollah that has shaken his country and raised fears of a ground invasion.

The United States, France and several allies called for an immediate 21-day ceasefire across the Israel-Lebanon border while also expressing support for a ceasefire in Gaza following intense discussions at the United Nations on Wednesday.

Israeli Prime Minister Benjamin Netanyahu, heading to New York to address the United Nations, said he had not yet given his response to the ceasefire proposal and had instructed the army to fight on. Hardliners in his government said Israel should reject the truce and keep hitting Hezbollah.

Meanwhile, there was no let-up in violence. Israeli airstrikes overnight hit around 75 Hezbollah targets in the Bekaa Valley and southern Lebanon, including weapons storage facilities and ready-to-fire launchers, the Israeli military said on Thursday.

In the latest deadly strike, at least 23 Syrians, most of them women and children, were killed when Israel hit a three-story building in the Lebanese town of Younine overnight, the town’s mayor, Ali Qusas, told Reuters. Lebanon is home to around 1.5 million Syrians who fled civil war there.

The Israeli military said dozens of Hezbollah targets were attacked, including terrorists, military buildings and weapons depots, in several areas this morning. Around 45 projectiles were fired from Lebanon towards the western Galilee area, some of which were intercepted with the rest falling on open ground, said the Israeli military.

Netanyahu repeated pledges to ensure that tens of thousands of Israelis evacuated from northern border areas can return home. Finance Minister Bezalel Smotrich, who heads one of two nationalist-religious factions in the governing coalition, said Hezbollah should be crushed and that only its surrender would make it possible for the evacuees to return.

Mikati welcomed the call for a truce but said the key to its implementation was whether Israel, which has been moving troops closer to Lebanon, is committed to enforcing international resolutions. Asked if a ceasefire could be secured soon, Mikati told Reuters: “Hopefully, yes.” Mikati’s caretaker administration includes ministers chosen by Hezbollah, widely seen as the country’s most powerful political force.

The ceasefire would apply to the Israel-Lebanon “Blue Line,” the demarcation line between the countries, and would allow the parties to negotiate towards a potential diplomatic resolution of the conflict, a senior Biden administration official said. UN Special Coordinator for Lebanon Jeanine Hennis-Plasschaert on Thursday welcomed the call for an immediate 21-day ceasefire to allow the space for diplomacy to succeed.

AIRSTRIKES POUND LEBANON

Israel has made a priority of securing its northern border and allowing the return there of some 70,000 residents displaced by near-daily exchanges of fire, which Hezbollah initiated a year ago in solidarity with the Palestinian group Hamas in Gaza.

Israel widened its airstrikes in Lebanon on Wednesday and at least 72 people were killed, according to a Reuters compilation of Lebanese health ministry statements. The ministry earlier said at least 223 were wounded. Israel’s heaviest airstrikes on Lebanon in nearly two decades sharply intensified since Monday, when more than 550 people were killed in Lebanon’s deadliest day since the end of a 1975-1990 civil war.

Around half a million Lebanese have fled their homes and hospitals have been overwhelmed with the wounded. The bombing follows attacks last week when pagers and walkie talkies exploded across Lebanon, killing scores of people and wounding thousands.

Israel’s military chief said a ground assault was possible, raising fears the conflict could spark a wider Middle East war. Hezbollah and Hamas are both parts of a network of armed groups sponsored by Iran across the region. Israel’s U.N. Ambassador Danny Danon told reporters before a U.N. Security Council meeting on Wednesday that Israel would welcome a ceasefire and preferred a diplomatic solution.

He then told the Security Council that Iran was the nexus of violence in the region and peace required dismantling the threat. World leaders voiced concern that the conflict – running in parallel to Israel’s war in Gaza – was escalating rapidly. Israeli airstrikes this week have targeted Hezbollah leaders and hit hundreds of sites deep inside Lebanon. The group has responded with barrages of rockets fired into Israel.
