NEW DELHI: Prime Minister Narendra Modi on Thursday hit out at the Congress party, accusing it of failing to deliver on its election promises after coming to power. “Congress made tall promises in Himachal; but after they got power, development came to standstill, they are unable to pay salaries,” PM Modi said while interacting with Haryana BJP workers through the NaMo app.
Alleging that the grand old party has “failed” as an opposition in the last ten years, the prime minister said it “spends most of its time infighting and every child in Haryana is aware of it”.
“Some are saying the Congress is becoming weak each day. During the past 10 years, the Congress has failed as opposition too”, PM Modi told BJP workers in Haryana, which is set to go to polls on October 5.
“The entire basis of those fighting against us in the polls is lies. They repeatedly tell lies, their talks have no head and tail and they vitiate the atmosphere,” he added.
Hitting out at the Congress party for branding BJP as inimical to deprived sections of the society, PM Modi said, ” One can’t imagine how many atrocities committed against Dalits during Congress rule in Haryana” and called upon the BJP workers to “expose them”.
The prime minister claimed that the grand old party has stood aloof from real issues of people, while asserting belief that the people of Haryana will vote for BJP once more.
“The party remained far from people’s issues for 10 years… such people can never win the trust of the people of Haryana,” he said.
“During Congress’s rule, Haryana farmers got Rs 2 cheques for crop damage”, PM Modi said recounting BJP govt’s initiatives for farmers.
The prime minister also recalled his days as a BJP worker in Haryana and said, “It is my full belief that the people of Haryana have decided to give one more chance to the BJP to serve.”
Calling the opportunity to work in the state as a “fortune”, the prime minister told the BJP workers :”I remember one thing. Be it workers of the old generation or the new generation, their hard work always inspired me,” PM Modi said, adding that he feels happy whenever he gets an opportunity to talk to the grassroots workers.
“They are happy that in 10 years a government has been run without corruption. This has happened in Haryana for the first time. “Youth have got jobs without “parchi and kharchi” (jobs for cash). Therefore, the people of Haryana are with us, their blessings are with us and victory is certain,” he said.
Haryana goes to polls on October 5 while results will be declared on October 8.

Himanta Sarma’s Masterstroke? Why Assam Govt & AASU Advancing on Clause 6 of Assam Accord is a Historic Moment


After years of struggle and protests, the Assam government on Wednesday held a crucial meeting with leaders of the All Assam Students Union (AASU) to move forward with the implementation of Clause 6 of the Assam Accord — a provision that seeks to provide constitutional safeguards for the state’s indigenous communities.

Despite being an integral part of the Assam Accord, which was signed in 1985 to end the six-year-long Assam agitation against illegal immigration, Clause 6 has remained unimplemented for nearly four decades.

The Assam Accord was signed between the government of India, the Assam government, and leaders of AASU and the All Assam Gana Sangram Parishad (AAGSP), following a mass movement that demanded the detection, deletion, and deportation of illegal immigrants. While many provisions of the Accord, such as updating the National Register of Citizens (NRC), were pursued over the years, Clause 6 — which guarantees constitutional, legislative, and administrative safeguards to protect the cultural, social, and linguistic identity of Assam’s indigenous communities — has been in a political limbo.

Assam Chief Minister Himanta Biswa Sarma, addressing the media, said: “We had productive discussions with AASU on implementing Clause 6. Justice Biplab Sarma had previously submitted a report, and today we reviewed which recommendations the state government can act upon. Importantly, these measures will not be enforced in Barak Valley or Schedule 6 areas without their consent. We have also urged the Centre to work with AASU on the provisions under their authority.”

Speaking to News18, advisor to AASU, Sammujal Bhattacharya, said: “This is a ray of hope. Assam has suffered for years due to influx of illegal foreigners. There is a threat to the identity of the indigenous people of Assam. The whole demographic pattern has changed. So, the answer is the constitutional safeguard mentioned in Clause 6 of the Assam Accord. The meeting is a positive sign and we hope we will get results. Till then, we will continue our struggle. It’s our motherland; we can’t let illegal Bangladeshis control it.”

Sarma said a report will be prepared within a month on how the government is planning to implement the recommendations that come under the jurisdiction of the state government. If the report is approved by AASU leaders, it will be implemented before April 15 next year.

He added that as per the report, there will be more evictions from those forest lands and hills “where illegal infiltrators have tried to occupy the land of the Assamese people”.

AASU president Utpal Sarma highlighted the meeting’s significance, emphasising that the people of Assam have sought constitutional and legal protections for over four decades. “We have agreed on a clear path forward. Of the 67 recommendations, 39 fall under the state’s jurisdiction, 12 require collaboration between the state and central governments, and 16 are solely under the Centre’s domain. The state government has committed to implementing its share by next April, and we will develop a coordinated action plan. As for the 16 central recommendations, we concluded that a tripartite discussion between the state, Centre, and AASU is necessary,” he said.

Why is this historic?

The Assam Accord was signed in 1985 between then Assam government, Centre, AASU, and All Assam Gana Sangarm Parishad. The objective of this accord was to provide constitutional safeguards to the indigenous “Assamese people”. The huge influx of Bangladeshis to Assam was so alarming that “Assamese people” started becoming a minority in many places in the state.

The residents then realised that to hold on to the identity of “Assamese people”, they first needed the define the term. Under Clause 6 of Assam Accord, it has been defined as:

– Assamese community residing in the territory of Assam on or before 01.01.1951

– ⁠any indigenous tribal community of Assam residing in the territory of Assam on or before 01.01.1951

– ⁠any other indigenous community of Assam residing in the territory of Assam on or before 01.01.1951

– ⁠all other citizens of India residing in the territory of Assam on or before 01.01.1951

– ⁠descendants of the above categories are “Assamese people”

However, after long years of debate on the definition of “Assamese people”, Sarma on Wednesday said the definition of Assamese for Clause 6 is anyone coming to Assam before 1951. For considering Indian citizens, the base year will be 1971.

The Justice Biplab Sarmah committee report says that the increasing Muslim population, which started with illegal immigrants coming in to Assam from Bangladesh, is alarming and hence, for the protection of the “Assamese people”, the implementation of Clause 6 is important.

The rise in Muslim population has been so exponential that in many districts, they have become the majority population. In 1971, two districts were dominated by minorities, while in 1991, the number rose to four. As per the 2011 Census, 11 districts are Muslim-majority, including Barpeta, Bongaigaon, Darrang, Dhubri, Goalpara, Hailakandi, Karimganj, Nagaon, and Morigaon.

What more does Clause 6 ask for?

It seeks 80-100 per cent reservation in the parliamentary seats of Assam; 80-100 per cent reservation in Union government/semi-central/central PSU/private-sector jobs; Land rights with restrictions imposed on transferring land by any means to persons other than Assamese; and that Assamese language shall continue to be official language throughout the state with provisions for use of local language in Barrak, the hills, and Bodoland Territorial Region.

Why is it a masterstroke for Sarma?

The Assam Accord is considered a document to keep alive the identity of Assamese people. A total of 855 people sacrificed their lives during the Assam Agitation of 1985. After 40 years of denial, Sarma’s decision and announcement to consider even one clause of the accord is like fulfilling the long-held wish of the people of Assam. This may help Sarma connect with the indigenous people at a time when the party is gearing up for the perpetrations of state elections in 2026.

The state government is expected to begin implementing its recommendations by next April, while coordination with the Centre and AASU will be key to resolving the remaining issues. The outcomes could lead to historic progress, providing long-overdue constitutional safeguards for Assam’s indigenous communities.

NEW DELHI: Inflated natural rubber prices which are way above the trend in the past decade could impact the profitability of tyre manufacturers, according to Crisil Market Intelligence & Analytics. Tyre makers are headed for a rough patch as the price of natural rubber has surged more than 33 per cent on-year in just the first five months of this fiscal amid strong demand and crunched supply, which could strain profitability, CRISIL said in a statement.
The domestic prices of natural rubber closed in August at Rs 238 per kg on average, way above the trend in the past decade, it added.
CRISIL Market Intelligence and Analytics, Director-Research Pushan Sharma said between fiscals 2011 and 2023, global rubber production grew 35 per cent while demand expanded 40 per cent resulting in a supply crunch thereby resulting in higher prices.
“With further rise in demand and restricted supply, the prices of natural rubber are expected to remain elevated, impacting the margins of tyre manufacturers well beyond fiscal 2025,” CRISIL Market Intelligence and Analytics, Associate Director- Research Mohit Adnani said.
The deficit in the natural rubber market is expected to triple in 2024 as smaller tappable areas and lower yield, along with a potential increase in demand, test the supply side, he added.
The last time rubber price breached the Rs 200/kg mark was in 2011, propelled by demand recovery after the global financial crisis, aided by the accommodative stance of the US Federal Reserve and other central banks.
Prices had logged a compound annual growth rate of 101 per cent between 2008 and 2011. However, the three-year surge did not sustain and for a decade thereafter prices remained subdued below Rs 150 per kg on average.
“Now, since the end of 2023, prices have shot up again amid a raft of challenges. The tight supply of natural rubber globally has cast a long shadow on the industry even as the steady expansion of the automobile industry and other major consuming industries keeps demand healthy. And this upcycle is distinct from previous ones,” the statement said.

17 Students in Kerala’s Malappuram Granted TC Without Principal’s Knowledge After Official Website Hacked

The school principal discovered that 17 students received Transfer Certificates through the official website during the nominal roll inspection for the first-year examination

A total of 17 school students were given Transfer Certificates without the knowledge of the principal and the school authorities. It has come to light that the website of the state education department was hacked. The incident took place at Kelappan Memorial Government Vocational Higher Secondary School at Tavanur in Malappuram district.

These students took admission in the school this year. The Kuttippuram police has registered a case and started an investigation into the matter based on the complaint of the school principal.

The Transfer Certificates (TC) were given to children by visiting the official website hscap.kerala.gov.in. The incident came to the attention of the school principal during the nominal roll inspection of the first year examination.

Three students in Commerce, two students in Humanities and twelve students in Science were granted TC without the knowledge of the Principal. Usually, TCs are granted by logging in with principal’s user id and password through the official website. The police have sought the help of the cyber cell to find out from which computer the login was done.

Apart from the principal, two other persons are aware of the user id and password used to login. It is being checked whether the login was done by someone else from outside the school.

While two of the TCs were granted on August 13 and 14 each, 13 were granted on August 16. The reasons mentioned for granting the TCs include parental request, enrollment in other schools and others.

The school authorities said that the incident has been brought to the attention of the Higher Secondary Directorate and the affected students should not worry.
